The call design is based on the mandate and requirements of the theme and may differ from call to call.
Based on suggestions from a scientific committee and joint decisions from our Executive Committee and Joint Steering Board, the team works with our partners to design, and refine mandates or calls for proposals for programs that are funded by specific partners. These are then launched throughout India.
Once a call closes, the PMU at BIRAC first triages and sends the shortlisted ones to external domain experts and members of a Technical Advisory Group (TAG). These subject matter experts rate the proposals on several parameters and these scores are sent to the TAG for their assessment, where the selection is made. These selected projects are sent to the Executive Committee for consideration and based on their approval; the projects are then subjected to intense internal review from Finance and Legal teams at BIRAC. Once cleared, these projects are then finalized under their respective calls with final approval from the partners. The final step is the signing of the agreement.
PMU-BIRAC is then responsible for monitoring and evaluating projects based on their milestones, which are set in discussion with the Technical Advisory Groups (TAG) and the Principal Investigators. Once sanctioned, project Principal Investigators submit milestone reports to the PMU-BIRAC who assess these and release payments based on recommendations from a Project Monitoring Committee (PMC) that is created for each project. All grant payments are in instalments and are recommended for release by PMC members. PMU- BIRAC also facilitates site visits of all the projects with PMC members and representatives of the funding partners to assess the on-ground progress of individual projects. Once completed, PMU-BIRAC is responsible for closing the projects and also analysing the policy impacts of these projects.
PMU-BIRAC provides support through the life of a project, by facilitating not only the procedures for grant disbursement, but also providing technical support to PIs and contributors.
